2. Minutes of the 2009 Annual Fixtures Meeting:
These were accepted as a true record and signed by the President.
3. Matters arising: There were none.
4. Award of trophies not presented at the AGM in May 2010:
The Eric Harrison Memorial Trophy was presented to James Wei (Bramhall).
5. Election of two officers.
Website Manager: A. Reeve (Stockport) was elected (proposer: D. Kierman; seconder: I.Bates).
Fixtures Secretary : Karl Lockett (Altrincham) was elected (proposer: D. Holt; seconder: D. Kierman).
6. Confirmation of teams in Divisions 1- 3.
Ashton Chess Club was
admitted to join the league in Division 3, and it was decided that Denton B (an
additional team) should enter Division 2.

The draw was completed and captains were reminded of the dates by which rounds must be completed. The first round matches are to be completed by the end of October.
8. Updates of club venues, officials, and match nights.
Club representatives were instructed to notify Andrew Walker, the Handbook Editor, as well as the website manager, of any changes from last season.
9. Any other business:
It was decided that more than 20 players may now be registered per team.
It was decided that Division 3 teams should continue to be of five boards.
10. Setting of Match Fixtures by club representatives.
Dates were agreed by team captains and submitted to the Fixtures Secretary.

4. Award of trophies not presented at the AGM in May 2009:
The Division 3 trophy was presented to Bramhall Chess Club.
5. Election of two officers (deferred from AGM in May):
Handbook Secretary:
There being
no volunteer the election was deferred until the next AGM, with the consequence
that there will be no Handbook in 2009 – 2010.

6. Amendment to Rule 17.
The changes proposed at the AGM in May 2009, and detailed in the Agenda,
were ratified without further discussion.
7. Proposed changes to Charnley Cup rules.
The Secretary tabled a modified set of amendments, which differed from those in
the Agenda. There was a vigorous
discussion. Amendment (a), that
there should be a limit placed upon the total ECF grades of those playing in a
Charnley Cup team (e.g., to an average of 150 per player), was defeated by 10
votes to 3. Amendment (b), that
there should be an additional knockout competition in which no player would be
of a higher grade then, for example, 130, was defeated by 7 votes to 6.
Amendment (c), that any club which had two teams in the League 1st
Division must enter two teams into the Charnley Cup, was carried by 15 votes
to nil. Rule 35 therefore now reads
as follows:
The Charnley Cup
shall be awarded to the winners of a knockout competition open to all member
clubs of the League. Each club may
enter one team made up of six players drawn from its registered list of players,
unless it has more than one team in the 1st Division, in which case
it must enter as many teams as it has in the 1st Division.
Where a club enters more than one team, those players who have played for
one team are ineligible for any of the others.
8. Confirmation of teams for 2009-10, and allocation of teams to Divisions.
After a lively discussion of the best distribution of
the teams entered into the League, the team distribution was decided by majority
voting as follows.
Division 1:

7 teams as follows: Bramhall, Chorlton, East Cheshire B, Macclesfield A,
Macclesfield B, Marple A, Stockport C (by 7 votes to 4).
Division 3:
7 teams as follows: Altrincham, East Cheshire C, Marple B, Stockport D, Urmston,
Wilmslow A, Wilmslow B (by 15 votes to 1) (teams in this Division consist of 5
players only).
9. Draw for the Charnley Cup Knockout Competition:

7. Proposed changes to League rules
7a) Non-smoking rule, 16a
Rule maintained.7b) Rules 40-44 inclusive replaced by consolidated rule 40: Individual Competition
The League's individual trophy holders will be determined by reference to results in the three sections of the annual rapidplay tournament organised by the Stockport club. The "Minor", "Intermediate" and "Major" trophies will be awarded to the highest placed competitor, in the relevant tournament section, who is a registered player with one of the affiliated clubs in the Stockport League at the time of the tournament. (Please note that competitors do not have an absolute right to enter the tournament by virtue of their trying to compete for an individual trophy - the organisers of this tournament have the right to refuse entry to any applicant.)

26A: Players restricted to play for certain teams: If a club enters more than one team, a fixed number of players are restricted "first team only" players. The number of such players is equal to the number of boards in that ream less two. The allocation procedure continues in this fashion until all teams have been allocated restricted players who may not play in the lower teams. Player allocation follows the club's registration order strictly. The players that have not been allocated a specific team are free to play for any team.

26B: Clubs playing two or more equal-strength first teams: A club may have two or more teams of similar strength. It must allocate a fixed number of players to each of these equal-strength teams. The number of such restricted players is equal to the number of boards in the team less two. Equal-strength teams do not have to belong in the same division. If the club has teams in addition to the similar-strength ones, a fixed number of players are automatically allocated (by reference to the registration order) to the strongest team in this group of teams. The number of such players is equal to the number of boards in the strongest team less two. The allocation procedure continues for the club's remaining teams as described in Rule 26A.

2. President's remarks
The loss of 2 of our members who died over the summer, K. Chesters and K.
Holdham, was noted with sadness.
The president welcomed the club's representatives to the meeting and hoped that
they would support the three new officers, I Bates the new Vice President,
D.Lobo the new Fixtures Secretary and himself. He pointed out the importance of
the members using the secretary as the hub of communications within the League.
3. Minutes of the last A.F.M.
The minutes of the last meeting were accepted as correct and there were no
matters arising.
4. Divisional Team Allocations
4a) Confirmation of teams for 2007/08

The proposal to change the number of players per team in division 3 from 6 players to 5 was agreed. It was hoped to reduce thereby the number of defaults seen last year and is not seen as a permanent change.4c) Decision as to which division has the most teams if there is an imbalance in numbers
It was decided that division 3 would retain the most teams as per last year.

9. AOB
The President felt some misgivings about the failure of teams from
Division 2 to take promotion to Division 1. He wondered whether this would be
facilitated by the stronger clubs following Stockport's lead in setting up equal
strength teams. The clubs did not feel this was possible and his attempt to set
up a sub-committee to examine the problem was not accepted as the way forward.
The position whereby a 'relegated' A team would be maintained in the higher Division by a 'promoted' B team was accepted by the meeting.

2. Outstanding Items from 2006 AGM
2.1 Audit of 2005/2006 accounts
The audit for 2005/6 accounts has not taken place. P Cattermole proposed that the 2005-6 audit be carried out when the 2006-7 accounts were audited. Everyone present agreed with this proposal.Phil Cattermole and Chris Guffogg to note for action
2.2 Presentation of Division 3, Eric Harrison and Vic Knox trophies
The Eric Harrison trophy was awarded to Vicky John of Stockport and accepted for her by Ray Bradney. The Division 3 and Vic Knox trophies are still in the possession of Denton club members (who were not present at the Fixtures Meeting).John Wood and John Lysons to note for action
2.3 Projected costs for the 2006/2007 Handbook
A Lowndes explained that handbook costs will incur a slight increase to £160. However, the printer advert to be included in the handbook we will receive a £25 discount.2.4 Vote on extension of playing season to April 30th
The favourable vote on extending the playing season to 30 April was unanimous.
3. Confirmation of teams for 2006/2007 and divisional team allocations
3.1 Confirmation of teams for 2006/7
Altrincham were entering two teams for the 2006/7 season instead of one last year while all other clubs were entering the same number as in 2005/6. Altrincham’s extra team would go into Div 3 so the top two divisions would have seven teams and division 3 would have eight teams..3.2 Allocation of teams to Divisions

5. Club Updates of Venues, Meeting Times, etc.
There were no changes declared to club venues, club secretaries and
captains. If there are any future changes to be made please forward the details
to A Lowndes (handbook) and D Risley (website).
Clubs note
6 Proposals regarding Stockport Membership Organisation and game fee rebates
The proposals regarding Stockport Membership Organisation (MO) and game fee rebate was briefly explained by D Risley and then put to a vote.
Proposal 1:- That the League operate a Membership Organisation for the English Chess Federation (ECF) for the season 2006-2007. This proposal was unanimously rejected.
Proposal 2:- That the League provides a rebate at the end of the 2006-2007 season of any game fees that are waived by the ECF or are refunded from the ECF - the waiver or refund of game fees arising because some or all of a club’s players are either members of an MO or are direct members of the ECF. The rebate is to be paid to the club rather than individual players. This proposal was accepted - 13 in favour, 9 against and 3 abstentions.
E Wood recommended that firm proposals be included in the AGM 2007.
7 AOB
League fees for clubs are £40 before October 2006 and £45 after October 2006.
